Sustainability Strategy
PORR builds today for tomorrow. Derived from our corporate strategy, our Sustainability Strategy (ESG Strategy) is founded upon continuous stakeholder dialogue, the results of our materiality analysis, and current and upcoming regulatory requirements.
Eight strategic fields of action, each with clearly defined goals, measures, and key performance indicators up to 2030, provide the framework to purposefully drive and measure PORR’s sustainable transformation. The strategy accounts for company-specific opportunities, risks, and the impacts of CSRD, along with the expectations of key stakeholders.
International standards and initiatives such as the UN Global Compact, CDP, respACT, klimaaktiv and the Concrete Sustainability Council are incorporated into the design. Through cross-divisional collaboration and the pooling of internal expertise, PORR develops integrated solutions along the entire value chain - with a clear focus on circular economy, transparency, and fair collaboration. Progress towards our goals is regularly assessed, transparently highlighting our contributions to the Sustainable Development Goals (SDGs).
Our sustainability strategy is therefore more than just a framework - it is our compass for future-oriented action, a commitment to upcoming generations and as a decisive success factor for a resilient and competitive construction industry.
How we manage sustainability
Strategic management
The Corporate Sustainability (CS) department reports directly to the CFO and oversees group-wide sustainability topics relating to our business model and strategy. The department is responsible for sustainability reporting, developing and monitoring sustainability strategies and objectives, and promoting ESG awareness across the group. It regularly coordinates with the Executive Board and sustainability committees on current developments and topics.
To ensure sustainability-oriented corporate development, the Sustainability Committee within the Supervisory Board serves as the highest oversight body. This committee meets semi-annually to review the progress and strategic direction of sustainability measures.
The Group Sustainability Board, an interdisciplinary cross-departmental steering committee meeting quarterly, comprises heads of sustainability-relevant departments, the CFO, and the CS department. Its focus lies on defining, steering, monitoring, and implementing sustainability strategies and measures.
The Executive Board is additionally engaged through regular management reviews.
Operational management
The CS department is responsible for coordinating and monitoring the success of sustainability management throughout the Group. The operational implementation of the measures is carried out by the respective specialist departments. Expert-led Topic Working Groups focus either on improving ESG data quality and collection ("ESG Data") or developing strategies and implementing measures ("ESG Strategy").
A Group-wide approach to sustainability management, that takes local regulations, socio-political parameters and human resources into account, can only be ensured if all PORR markets are included. Therefore, ESG governance structures are mirrored in individual countries.
Local Sustainability Boards and Local Topic Working Groups are established within each market. Each PORR market has an ESG Director who is responsible for the overarching coordination of sustainability management in the respective country. The ESG Directors Board meets on a quarterly basis to identify examples of best practice, lessons learnt from the PORR markets, and the sustainability issues where progress is needed.

PORR takes responsibility and actively shapes the ecological transformation of the construction industry – through climate-conscious construction, responsible use of resources and specific environmental goals along the entire value chain. The focus is on a clear commitment to a low-emission, circular and biodiversity-friendly understanding of construction.
PORR's seven central environmental targets include: the decarbonisation of the construction industry, the operation of sustainable construction sites, the further development of the value chain towards a circular economy, minimum standards in responsible procurement, the protection of biodiversity and natural habitats, the improvement of water use and the targeted promotion of sustainability in all areas of the company.
With energy-efficient projects and the targeted reduction of greenhouse gas emissions, PORR is making a measurable contribution to achieving global climate goals.
The Group-wide 2030 Decarbonisation Plan and the science-based targets within the Science Based Targets Initiative (SBTi) provide the strategic framework for this. Seven key levers – including the electrification of machinery, the use of low-emission building materials, the energy transition with green electricity, and optimised construction processes and logistics – are driving the transformation toward a climate-conscious construction industry.
All measures converge on the construction site – this is where the degree of implementing sustainability into in practice is decided. For this reason, processes, standards and technologies are continuously being further developed: for example, through the expansion of the charging infrastructure, the use of low-emission machines, and high recycling rates. In addition, life cycle assessments allow the project-specific recording and optimisation of emissions and resource use.
A uniform Group-wide standard for sustainable construction sites – based on recognised certification systems – creates transparency, simplifies implementation and enables individualised services for clients. Sustainability thus becomes tangible and measurable throughout the entire construction process – for the client, the public and the environment alike.
As a result, PORR is an experienced implementation partner for EU taxonomy-compliant construction and CO₂e-reduced construction sites – traceable, project-specific, and in line with regulatory requirements.
Sustainability starts with procurement. PORR defines clear minimum standards for its supply chain to source lower-emission and recyclable materials.
With over 80% local purchasing, PORR strengthens regional value creation, reduces emissions and pays attention to environmental and social standards among its supply chain partners. Dialogue formats such as roundtables strengthen the common understanding of sustainability with suppliers.
A responsible approach to resources starts with waste prevention, prioritizes reuse, and concludes with efficient material recovery – as part of a circular construction economy.
PORR is systematically developing its value chain towards a value creation cycle: through circular design, material-efficient planning and projects such as UP!crete or the gypsum-to-gypsum recycling plant. The aim is to implement the construction site in a resource-saving manner – with maximum material efficiency and minimum waste.
The protection of natural habitats is firmly integrated into PORR's planning and construction processes. Biodiversity aspects are taken into account on a project-specific basis in order to make an active contribution to the preservation of ecological diversity.
Even in the early phases of the project, PORR plans and advises its clients on suitable measures for the protection of biodiversity and soil resources. This is supported by internal catalogues and location concepts that help to identify ecological risks at an early stage and minimise them in a targeted manner – especially in the case of construction projects in sensitive natural areas.
Water is a crucial and limited resource – its responsible use is a clear environmental goal of PORR. Along the construction processes, the company focuses specifically on measures to reduce, reuse and protect water.
This includes the increased use of greywater instead of fresh water, the development of site-specific usage concepts and technical solutions to increase efficiency on the construction site. The aim is to systematically reduce water consumption and to consider resource conservation in every project.
Change begins with knowledge. PORR relies on targeted training, internal programs, and active knowledge transfer to strengthen environmental awareness at all levels of the company – from procurement over sustainable construction sites to management.

PORR focuses on prevention, early detection and clear standards: with certified management systems (ISO 45001), safety walks, risk assessments, regular training and digital tools such as the Safety App+, risks are identified at an early stage and effectively mitigated – with the clear goal of reducing accidents at work to a minimum.
At the same time, occupational health management is continuously being expanded – with a focus on preventive care, ergonomics and mental health. Health checks, psychological counselling, exercise programmes and offers relating to nutrition and resilience strengthen employees holistically.

With clear rules, checks, responsibilities and a robust training and control system, PORR creates transparency – both internally and along the entire value chain.
Integrity, transparency and legally compliant behaviour are key prerequisites for PORR’s economic and social responsibility – especially in the highly regulated construction environment.
A Group-wide compliance management system with comprehensive training programs on anti-corruption, competition law and codes of conduct strengthens awareness at all levels – from apprentices to managers. Particular risk groups are specifically addressed.
In addition, certified systems (including a. ISO 37001, 37301 and prospectively 37002) and instruments such as the whistleblower system, the role of construction compliance ambassadors and internal audits ensure systematic prevention, control and continuous development.
The protection of human and labour rights is a fundamental prerequisite for responsible business practices – both for its own employees and for everyone working along the supply and value chain.
PORR is committed to complying with internationally recognised standards and relies on a robust system of prevention and continuous improvement: human rights audits, risk analyses, binding occupational safety requirements and a group-wide assessment of suppliers ensure fair conditions – including subcontractors, temporary workers and joint venture partners.
Digital tools, mandatory training and transparent, anonymous reporting channels strengthen implementation. In this way, risks are identified, addressed and systematically reduced at an early stage.
